| NEW EVIDENCE OF IRAN NUCLEAR THREAT
If Iran decides to expel IAEA inspectors and withdraw from the Nuclear Non-Proliferation Treaty the Isalmic nation could produce nuclear weapons in as little as six months. So says Mohamed ElBaradei, the head of the UN's International Atomic Energy Agency, whose recent comments on Iran's nuclear capabilities surprised many. Last year the IAEA chief said it would be several years before Iran would be able to build a nuke.
The most recent report by the IAEA on Iran's activities contains a number of disturbing details. The IAEA has asked for greater access and transparency, but Iran has refused. The IAEA has been denied access to various sensitive locations related to the manufacturing of centrifuges, as well as sites for research and development on uranium enrichment. The IAEA has also confronted Iran with documents it found detailing some of Iran's research activities. The documents have raised red flags concerning the possible military dimensions of Iran's nuclear program. The IAEA report states:
"One aspect of the alleged studies refers to the conversion of uranium dioxide to UF4, also known as green salt. A second aspect concerns the development and testing of high voltage detonator firing equipment and exploding bridgewire (EBW) detonators including, inter alia, the simultaneous firing of multiple EBW detonators; an underground testing arrangement; and the testing of at least one full scale hemispherical, converging, explosively driven shock system that could be applicable to an implosion-type nuclear device. A third aspect of the studies concerns development work alleged to have been performed to redesign the inner cone of the Shahab-3 missile re-entry vehicle to accommodate a nuclear warhead."
Meanwhile, reports have surfaced that Israel has conducted military drills in preparation for an attack on Iran's nuclear facilities. The Israeli military has been practicing long range missions. The military exercises allegedly involved almost 100 F-15 and F-16 fighter jets and other aircraft.
There has long been speculation that Israel is preparing for a possible strike on Iran. There has even been evidence to suggest that Israel may be planning a tactical nuclear strike. Such a bold move would no doubt reap the ire of the international community, and probably trigger a violent backlash or even a full-scale war. Yet it wouldn't be the first time Israel has taken such a risk. Israel bombed the Iraqi nuclear reactor in Osirak in 1981 shortly before it became operational - a move that was widely condemned by the international community. More recently, Israel targeted a covert nuclear facility deep in Syrian territory.

| HOORAY FOR HIGH OIL PRICES, SOME ENVIRONMENTALISTS SAY
In case you live in the remote Nepalese mountains and don't get out much, the price of gas has gone up, along with just about everything from pears to postage stamps. Most vehicle owners go through a mourning process every time they visit the pumps. But, there is a group that has some members rejoicing over the high price of oil - the environmentalists.
Automobile companies have long had the technology to make more fuel efficient cars, but they did not have the market. New technology = expensive, and car buyers were not willing to go out en masse and purchase pricey new autos even to get 50-60 miles per gallon. Why buy the nifty Japanese hybrid when gas is so cheap?
Now though, with gas costing 4x as much as it did six years ago, many commuters are wondering, "Tell me again why we don't we have cars running on solar power?" Enter the happy environmentalists. Finally! Finally Americans are demanding cars that get good mileage, and those cars will produce fewer emissions! Finally there is a chance that the California Hydrogen Highway will be built, and people who own fuel cell cars will have places to fill up on hydrogen!
The environmentalists do have a point. Necessity is the mother of invention, and now that we are feeling the need, a stream of better-mileage cars are on the way. Every car manufacturer seems to be pumping out a hybrid or two. These are a big improvement on the straight electrical cars of a few years back, which had to be plugged in every 150 miles. They use a combination of a gasoline engine along with an electrical system that can recharge itself. You can now even find – ironically - environmentally friendly hybrid SUVs that get over 30 mpg.
As soon as there are plenty of filling stations offering pure hydrogen, the fuel cell cars look to be promising as well. These are the most environmentally friendly of all. They use no oil. They produce no C02 emissions. Their main byproduct is water.
The production of better mileage cars is a good thing. Not only should these innovations help our wallets when we fill up, and not only will they be better for the environment, but they have hopeful national security implications. The less we depend on oil for transportation, the less we'll depend on other nations to sell it to us. The less we depend on other - sometimes hostile - countries to sell us oil, the better for our national security. As China and India consume more oil, and the international demand for black gold squeezes on the supply, the cost of oil is not going to go down. But, we can lessen our need for it.
However, the environmentalists, while they hop up and down, have been a part of the problem we now face. We might not be in as dangerous an economic and national security situation if we were able to produce and refine more oil at home. In 1995, President Clinton vetoed a budget that included a provision for drilling in ANWR, where an estimated 8 billion barrels of oil are waiting to be recovered. If the process for drilling in ANWR had been started back in 1995, we would be enjoying an average of around 700,000 barrels of oil per day from that region. Offshore drilling has been nipped significantly. No new refineries were built in the United States for over 30 years, and efforts to get new ones built have been like pulling teeth. Even if we drill the oil, without enough refineries to turn the crude oil into something we can use, we're still sunk.
While it is good to lessen our dependence on oil, the world will not run on solar panels and windmills tomorrow. We need to be good stewards of the land and resources that God has put in our charge, but even more, we need to remember that human beings are affected by all these earthly, economic and political problems. It is good to care for the environment, but it should never be worshipped, and it should never be treated as more important than human beings for whom Jesus Christ died. As oil prices soar, causing the prices of everything else to soar, families are finding it harder to put food on their tables and to pay all their bills. It's not a time to dance in the streets.
But, it is a time to thank God for His constant provision in our lives, and for His faithfulness to us. It's also a time to be grateful that God made man in His image, and with that came the ability to create and invent. May those creative geniuses out there put all the gas-free cars and trucks on the road they can. We'll drive them, and maybe we’ll get past this troublesome dependence on oil. Either way, may we never get past our dependence on God our Father, the Creator of us, of oil, and of the environment too.

| THE PROBLEM OF LOOSE NUKES - According to the Financial Times, prior to a recent investigation, the US Air Force did not know the whereabouts of more than 1,000 nuclear missile parts and other nuclear components. Earlier this year, the Air Force admitted that it had mistakenly shipped parts for nuclear missiles to Taiwan. The incident prompted an investigation into the management of the country's nuclear weapons program. The investigation discovered "the gradual erosion of nuclear standards and a lack of effective oversight by air force leadership." The inquiry has resulted in the forced resignations of the Air Force Secretary and Chief of Staff.
Air Force inspectors are also concerned about the safety of US nuclear weapons in Europe. The US keeps approximately 350 nuclear weapons at various bases in six NATO countries. Air Force officials are concerned that such bases in Belgium, Germany, Italy and the Netherlands are failing to meet security requirements. It would seem sites are falling short of Department of Defense requirements. The weapons are guarded by highly trained US military personnel. However the equipment, facilities, fencing, lighting, and security systems at the bases are in need of repairs and upgrading.
The problem of loose nukes grabbed headlines last week following new revelations about a nuclear smuggling ring linked to A.Q. Khan - the father of Pakistan's nuclear program. Khan has long been suspected of peddling nuclear technology on the black market. However a report released this week by the Institute for Science and International Security revealed that, in 2004, Swiss authorities found encrypted designs on computers seized from three smugglers associated with Khan. The designs were blueprints for an advanced, compact nuclear device. Authorities say they have no way of knowing if the information was sold or transferred to nations such as Iran, North Korea and Libya.
The term "loose nukes" refers to nuclear weapons, materials, or know-how that could fall into the wrong hands. Last year the International Atomic Energy Agency, the UN's nuclear watchdog, found more than 250 cases where radioactive materials were stolen, missing, or smuggled. The IAEA has repeatedly warned that highly enriched uranium can be found at more than 100 civilian research facilities in dozens of countries, often with inadequate security.
It is no secret that Al-Qaeda is actively seeking nuclear capabilities. In 1998, Osama bin Laden publicly stated that it was the duty of Muslims to possess a nuclear bomb. Obtaining a nuclear weapon is no small ambition, which is why many experts say that the more likely scenario involves a dirty bomb. They fear Al-Qaeda could create an improvised device using stolen or black-market nuclear materials.
In particular, unsecured or missing nuclear materials in the former Soviet Union remain one of the greatest threats to our security. Before its collapse in 1991, the Soviet Union had more than 27,000 nuclear weapons and enough weapons-grade plutonium and uranium to triple that number. Since then, severe economic distress, rampant crime, and widespread corruption in Russia and other former Soviet countries has fueled concerns about loose nukes.
According to former CIA director, George Tenet, Russia cannot account for all of its nuclear material before 2000 (the year Vladamir Putin took office). Many of Russia's nuclear sites are not adequately protected. In fact, less than one-quarter of Russia's nuclear weapons plants are secure. It is estimated that Russia has enough nuclear material that is vulnerable to theft to build 40,000 bombs. It is stored at hundreds of buildings in 40 sites around Russia. Furthermore, the former Soviet republics of Ukraine, Belarus, and Kazakhstan - where the Soviets based many of their nuclear warheads - safely returned their Soviet nuclear weapons to post-communist Russia in the 1990s, but all three countries still have large stockpiles of weapons-grade uranium and plutonium.
There is also concern among the intelligence officials that nuclear weapons from North Korea or Pakistan could fall into the wrong hands. Pakistan has between 65 and 90 nuclear weapons in its arsenal. In recent months political unrest in the Islamic nation seems to have spiraled out of control. Pakistan has been described as "the most dangerous country on earth" and the outcome of Pakistan's internal conflict could have global repercussions.
Pakistan is considered to be a "frontline ally" in the war against terrorism. Yet despite the government's official cooperation with the United States, the anti-American sentiment in Pakistan runs deep. Pakistan is home to many Islamist extremists, some with links to al-Qaeda and other terrorist groups. Many Taliban and al-Qaeda fighters fleeing from Afghanistan have taken refuge throughout Pakistan - particularly in lawless tribal regions on the Afghan border which are sympathetic to the fundamentalist cause.
Meanwhile, North Korea has demonstrated that it is all-too-willing to sell its weapons technology and nuclear know-how to anyone willing to pay. Experts suspect that North Korea currently possesses at least eight nuclear weapons as well as an extensive uranium enrichment program. North Korea's economy is weak and the government is strapped for cash. There is ongoing concern that North Korea could attempt to sell or trade nuclear weapons, supplies, and technology in order to meet its needs. North Korea is under increasing pressure to shut down its nuclear program, and it has show some signs of compliance, but there is still concern that its nuclear materials could end up in the hands of the highest bidder.
Loose nukes in the hands of terrorists isn't just a Hollywood fantasy, it is a very real threat to our security. Watchdog groups have repeatedly warned that not enough is being done to secure sensitive nuclear materials and that such materials could fall into terrorist hands.
